Footnotes

Debtors in enforcement refers to both natural and legal persons. Natural persons include private citizens, self-employed people and the estates of deceased persons, among others. Legal persons include businesses, foundations, municipalities and the state, among others.
Collection measures can end in repayment of the debt or if the debtor has been found insolvent in enforcement, accepted into debt restructuring or business restructuring, or when bankruptcy proceedings are ongoing. Enforcement measures can also end in prescription of the claim.
The National Administrative Office for Enforcement publishes the number of debtors in enforcement during the year and in the first half of the year. Statistics have been compiled since the 1980s. Now the data derives from the ULJAS data system of recover proceedings.
